i think the ukranians have undertaken a broad range of reforms and improved their capabilities significantly. The idea that russia would become a belligerent, aa, cleptocracy, oligarchy was not in the plant. I just wisht was an argument for native enlargement. But you could not count on russia to go down the rots of liberalization, democratization,. which is why i thinka enlargement was the right strategy. We are running out. We're on to gat a time here.
