It's the same thinking that is behind the Rwanda scheme and why the permanent secretary of the home office Matthew Reichroft sought a ministerial direction for that scheme. Most evidence suggests that links to the country are stronger than particular changes to asylum policy. So essentially there isn't the evidence really to back up that deterrence case.
