The Interrelationship Between Testing and Preventative Vaccines

I want to ask you a question about the interrelationship between different fronts in the technological response to COVID-19. How do those two different projects be? Are they complements and substitutes? Do you see what I'm asking? We should have been doing this months ago, we should certainly be doing it today. There's no guarantee that the two billion dollars that the government just fell in Pfizer will work in terms of the vaccine. God help us as it does, but there's no guarantee.
