The $14 Billion Budget Is Partly Being Used On

There's no requirement to have SRS to get the breast implant and so you can remain intact and get the breast implants. I think there's even discussion, um, with someone who wants to retain their current anatomy and have a vagina added. That's not life saving in any way. To even entertain that is, I think, just it's unbelievable. There's no way they can know what they don't know, but this is what the $14 billion budget is, uh, partially being used on.
