Reconstruction, Refugees, and Negotiations

Valens oversees the reconstruction of the fortification network, while a refugee seeks his aid in dealing with illegal Persian aggression. Valens agrees to support the refugee and plans to restore him to the throne of Armenia. Negotiations between Valens and the defeated Gothic leader, Athanarik, become a challenge due to their respective territories.
