Is There a Constraint on Gods Selection of a Universe?

i'm inclined to think god couldn't create a universe that. Hope that's the case too, cause i would not be able to worship a god like that. There are certain kinds of goods that god can realize in a world of adversity that he can't get in a sort of heavenly, blissful world. And maybe, you know, god wants this particular race and these particular individuals. But it's just a question of whether it's sort of morally permissible for him to create ones like us who come into being in a universe filled with ams. It seems me that god would be morally entitled to createt species in this world.
