The city of New Delhi was built incrementally and has reached points where there's lots of dysfunction in it. A professor said that the general attitude is that the slum is the problem we're trying to solve. People are going to move to whatever land they can get on, build a house with whatever materials they can get because the alternative is not. The actual the problem in the deli case is that lockdown that you're sort of describing because it hasn't been radically shaken up.
