Cicero's view was, in a sense, he was nearer the people than the alita. But his own livid experience of roman politics showed very clearly that the people could do all sorts of things that he didn't like so such as well send him into exile. He articulates this as raise publica, raise poperly. The raise publica belongs to the people. So on the one hand, he accepts and embraces that role - but there are tensions between ideal and what he saw in practice.
