Time Magazine ran a story about Jackson Mayor Shukwe and his racial vision for the city. CNN's John Sutter says he doesn't think it is true that the water crisis threatens Jackson's radical agenda. He says Mississippi has had an apartheid approach to governance since 1890, when the Confederacy took back the state. "I want to see reporting about how this paradigm of whiteness and anti-blackness is driving the policy agenda," Sutter said.
