When the king was involved in warfare, he would call a parliament and get their permission. And this is very important, turned out to be tremendously important for all the rest of british history. This becomes the sort of crucial moment of truth. Because parliament had been ound for several hundred years. It started out really just as a kind of typical mediaeval war council. But by the time charles the first comes to power, england is now become ing a serious international player.
