Are We Lagging in the Money Aspect?
The Green Climate Fund was a fund set up where developed countries would pay into this fund for developing countries. The U.S. promised at the time $3 billion, and we've delivered $1 billion of that. Part of the reason this is so hard is because that needs to be appropriated by Congress. Republicans just staunchly say this is not the US's responsibility to help the rest of the world.
