The sexual humiliation of black slaves was part of the arsenal of tools used by slaveholders to humiliate them. Comstock has covered pretty heavily in the book because I found him to be such a clownish and diabolical figure at the same time. You can't find much behind his prudishness other than more prudishness. He was a soldier in the Union army that took his whiskey rations and poured them on the ground.
