Liberal Internationalism and the WTO
International law-based institutions that are supposed to manage these problems are failing or have failed. In the national security world, we had this brief interval when Security Council could occasionally sign off on collaborative projects. That's totally gone now and the Russian invasion of Ukraine has simply drawn a line over that. The blowing up of the dispute resolution system in the WTO that was created in 1995, that's dead. And then, of course, people have to explain the Trump election in Brexit as examples of very vivid and dramatic revolts against particular commitments to liberal internationalism.
