The History of the Spartan Assembly

No bill could be brought forth before the assembly, unless it was first discussed by the Garosia. This control of the issues to be discussed gave them the greatest power and influence in policymaking. The Garosia also was influential in the conduct of foreign affairs through its position as the highest law court in Sparta. It heard cases of homicide, treason, and other serious offenses that have carried the penalties of death, exile, and the loss of citizens' rights. Even the persecution of a king could come before the GarosIA, and eventually the Five E-Forces. More on that shortly.
