Germany's Deconstruction of Its Military

Germany famously has torn up its pretty much neutral position since the September war. They are committing to vast amounts of increased expenditure on arms. This is all very dramatic stuff for a country that, if you remember back to the Iraq war, was just totally not interested and was against it. The question is, can Germany do it?
