Disinformation is in effect a very crude form of propaganda and of censorship. It's not exclusive to the US, but it's most fully developed in the US. Bureaucratic national security secrecy is its own shadow system of government. Whenever you hear disinformation, what you're really hearing is the shadow government enforcing its prerogatives.
