The Four Ordinances of Rouen

The first major city tolearn of the four ordinances was leon. The local liberals formed their own provisional government, and the royal administration simply stepped aside ot a fight. It wasn't until august that leon learned that the king had abandoned paris and a provisional government had established itself in the capital.
