The Pros and Cons of IOCL's Refinery Project

The refinery needs 15,000 acres of contiguous land near the coast and only Ratnagiri seems to have it. It's important for refineries to be located on a coast as it allows seamless movement of the imported crude oil at a minimum cost. The project has changed its location thrice in the last 8 years due to such protests. In 2018, IOCL even took a few locals to its refineries in Haryana and Odisha.
