Water Thief Charges - Is That a Good Idea?

i believe that even if you steal water, a gallon of water, here in our state, you should be hit with a felony charge. We're just trying to get this problem at least on the map and on the radar. This isn't thi us just an issue thats is affecting north om, south o soca. It's also affecting the communities in northern californiaand that's au where it started. So we're trying to hilight this issue.
