What's the First Hour of Research?

It's not always obvious from the first hour. Your opinion will change if you do more research, yes? I think it should be, like, i think that there is a skill level that you can attain where your first hour of research successfully gets you to the answer to that question. But, but that's hard. So on the specific example of outdoor versus indoor transmission and mu that should dominate policy recommendations. What might that have looked like? Hum, so we're talking about march, right? By april, i think i wished things that were, like, outdoor transmission is much less common we should change polity accordingly.
