Liz Trust is not known as being the greatest performer in politics. She's lost her signature flagship economic policy, what is the point? The Office of Budget Responsibility will almost certainly say these make no difference in the next three to five years - which is the planning horizon. But she'll try and say it's the longer term reform that she is still about.
