Car Accidents - Is There a Requirement to Report an Accident?

Eddie in california says, in early june, i was involved in a small accident where i was at fault. I asked the other party if we could settle outside of insurance. At the time, the driver responded, i need to ask my husband. Since then, i've contacted her every few weeks to ask for a settlement amount and i've not received any agreement on the matter. Finally, i offered a grand to end this situation, but received no response. Just last week, i stated i've done my due diligence to reach her, and if i do not receive a response, i will contact insurance. Is there anything else i should be doing to protect myself
