Is There a Cap on Bitcoin Mining?

Bitcoin is good for the environment. It's good for sustainable energy production, and it's good for setting up profitable mining operations that can capture this harmful gas. So i am really happy to see so much of the hash rate moving to places like texas. Is there a percentage, sort of cap that you'd like to see nation states have as far as hash rate goes? Ah, it's very hard to control. I think what's more important those bickwen miners move to jurisdictions which are politically friendly and where there's a lot of political capture.
