Daniel Simmons is the Assistant Secretary for the Office of Energy Efficiency and Renewable Energy at the Department of Energy. He says that even if we conquered every country with mines rich in minerals, we'd still not be in a position to be self-sufficient because our weakness is throughout the supply chain. So I think we have to look again holistically at the supply chain, look at what we need, and figure out how we position ourselves to track the kind of massive, massive economy changing, transforming levels of investment," he said.
