Victoria Newland was on loan to the State Department for three years from 1993 to 1996. She says she helped deliver an invitation to peace talks in Bahrain by her Russian counterpart, who was undercover as an economic officer. The U.S. told her not to go with him because they didn't want Russia to have any more influence in the Middle East than it already has.
