The Federalists in New Hampshire

In 1788, New Hampshire was the ninth state to ratify the Constitution. The Federalists in New Hampshire thought it was a slam dunk and they were going to win. They made up some quick rules so that no other motion could be voted on after an adjournment. If you came from an area that wanted to swamp the Constitution, you could still vote for adjournment - but you wouldn't get blamed for it. And the point here is he who makes the rules wins the game.
