The German Navy and the Seaman's Scandal

Seaman's had become a major procurer for the german navy, providing high end technical equipment as well as turing weapons. The imperial japanese navy, like the army, had a historically close relationship with the german armed services. To cement the wheels of this new political alliance, seamens would pay a kick back to navy officers responsible for procurement,. amounting to around 15 % of the total contract value. Said cake backs were, of course, extremely illegal. Both the criminal code and the code of military justice explicitly outlawed the taking of bribe money in relation to government or military contracts.
