The only way a country can hurt us with the so called oil weapon is by cutting the amount it produces. That hurts all consumers, even those consuming countries who are their friends. And it helps all producers, ncluding producing countries that are their enemies. So if a raksay had gotte hold of this oil and cut the oil supply, that would have helped a and that's not something they'd necessarily want to do. It its an international market. Never forget that.
