There's policy engineering that goes behind something like that. Women should be encouraged to stay home. So the policy engineering would be like not having paid parental leave so that pushes women out of the workforce. But practically speaking, it does seem like unemployment is really low. There is a shortage of child care workers. It makes sense for the federal government to encourage more cheaper child care.
