The FIA Guidelines on Overtaking
F1 chief says it's not clear how to assign blame in middle of the corner. Stappen would point to slight lock up that Russell had and say that proves he's out of control. But guidelines don't mention anything about what has to happen in mid-corner. There is a higher standard you have to achieve in order to be afforded room if you're going around the outside. I just don't think the staff on has a leg to stand on in this situation.
