Until about 1920s, 30s, there was no underworld in Bombay. They were petty kind of crimes, but Bombay was one of the safest city. The tenancy law meant that you as a tenant could continue to have all kinds of rights and privileges. But then, but the land dot still wanted people to be evicted out. And therefore, the first underworld gang happened.
