A payload for VxWorks would take a lot of reverse engineering and understanding of that very strange system. I think one thing that occurs to me also is it has to do with corruption as well within the Russian military. This isn't a problem strictly limited to the Russian military by any means, but there's a culture of appeasement in many organizations. Do you want to be shipped off to the Gulag in Siberia? Probably not.
