Luke says learning a language is not about acquiring lots of knowledge or like formally learning knowledge, but it's about learning how to do something. Speaking takes muscle - you've got 43 muscles in your face. You have to coordinate those in a way that you make sounds that other people will understand. So by listening to Luke's English podcast, what you're doing is you're actually sort of going to the gym and keeping yourself warm.
