How to Predict a Flood?

In germany, now, we had this flooding. And er, there was no possibility, no data, to derive a prediction. When you tried to do some predictions now with all this knowledge that you know there might be rain that is dangerous, it's very hard. It depends on the number of the water that comes down, and it depends on the landscape. So you have really to do some deep analysis to derive a Prediction. Afterwards, it's always easy to say, o somebody made a mistake. But often it happens that such errors appear for the first time. The other thing why prediction is so difficult is really the conditioning that we were talking about before.
