The Importance of Party Regulations in Foreign Companies

Foreign companies often just looking at what was coming out of the state council to understand. Party regulations are binding on party members, but they're not necessarily binding on the host organization because it's not a law. In my mind, party decisions are as important as state regulations and state laws actually. Sometimes they're overruling. Even minutes from a meeting among party leaders is important.
