Mills says that to pretend that we are all history makers is politically irresponsible. He doesn't spend a whole of time going over them, because his point is that the deliberations for these decisions are largely opaque and so we don't really know. And thiss this, to me, seems to be why he brings them up, but didn't really even explore them that much.
