Soviet Aircraft Production Is Similar to American Industry
Lead designers had absolute authority and responsibility in Soviet aircraft industry. Joseph Stalin believed that the designer was the one individual who could be held responsible for success or failure, writes Alexander. Design chiefs were responsible for getting sound aircraft into production. Successful designers received large rewards; those that did not perform adequately were relieved. Entire bureaus could be dissolved.
