Alaskan state trooper named Bob Anderson was the first on the scene. He interviewed two witnesses who saw the man that had been driving the skiff. The witness described him as a 20 to 21 year old white man with light brown or blonde hair and weighing maybe 150 pounds in more glasses with a baseball cap.
