Karen Loom is the author most recently of districts that succeed breaking the correlation between race, poverty and achievement. She says if you look at the long-term nape, there are two big periods of improvement for all student groups. The first was from 1971 to 1988 when we actually got serious about desegregating public schools. There's a second period of improvement from around 1999 to 2012. But doesn't that make it all the more weird that this whole time has been essentially forgotten?
