Playing it safe and waiting as long as you can is the best route. Given yourself at least several weeks is the wise move for oil paintings. Oiling out isn't always required before varnishing but it is a really good step if your painting is looking really dry and patchy with no color. The key application is to get it on there very thinly with a light feathering motion.
