Is the FBI Announcing to the Public a Threat?

The FBI has used sting operations to create this narrative that, you know, there's a constant threat out there. But what they don't announce is that many of these people that they've arrested and imprisoned over the previous two years have since been released. This suggests one of two things: One, that the FBI believes that all of these convicted terrorists over the last 20 years have been fully rehabilitated by their prison term. Or two, that they were never that much of a threat to begin with.
