In Russia, very few people make tanks these days. The Ural Vagon Zevod is a displace complex which was built in the 1930s. They did a tremendous job during World War II but they've really declined since their glory days. It's not just a matter of turning out heavy metal anymore and production. In addition, Russia also has a shortage of critical parts because it relies heavily on imported processes. If they can't manufacture enough tanks to meet their needs, they can refurbish and rebuild their old tanks that they have in storage.
