This is in some ways a more dominant theme among white thinkers than it is among folks in other groups. There's skepticism around certain kinds of policies, and you can see this coming out again today. The abuse of evolutionary rhetoric to talk about higher and lower races is on the minds of a lot of black leaders. So there's a sense in which it is first and foremost a kind of mainstream white story.
