The Supreme Court's Decision in Alabama's Seven-District Congressional Map
Supreme Court Justice Elena Kagan says the case was brought under Section 2 of the Voting Rights Act. The law prohibits vote dilution based on ethnicity or race, and Alabama has only one congressional district in which black voters have an opportunity to elect their preferred candidates.
