Is There a Need for a Dedicated Circuit?

People are spending way more than out on cloud services. 20% of the system is burning 80% of the resources because it wasn't architected correctly. It's really kind of making simple, I wouldn't say common sense. But looking for the obvious things to change to optimize in place.
