The Parable of the Wheat and the Tears Is a Parable
Matthew 13 involves three cycles of parables, and in the centre section we have the parable of the wheat an the tears as the core parable. The parables are primarily speaking to a first century context, to israel's experience and situation. Jesus has already spoken about the harvest at the end of chapter nine. And those themes of harvest are ones that continue throughout the chapters that follow. They are going to be judged as a result of how they receive jesus himself and his messengers.
