Is This a Back Door to Local Content?

Apple is rolling out a new system to prevent people from searching for content on the company's site. The tool will be used by organizations that want to protect children, but also beat up random gay people in other countries. Apple has said it won't allow searches of local content and only allows access to eye cloud photos. But there are still questions about who can get into this data base.
