Introduction

On July 10th, an aid convoy crossed from Turkey into northern Syria. It carried lifesaving aid that the population relies upon for basic survival. On July 11th, the United Nations Security Council held a vote to determine the fate of these cross-border aid deliveries in northern Syria. The draft resolution has not been adopted owing to the negative vote of a permanent member of the council. That negative vote came from Russia and it effectively halted the delivery of aid.
