Privacy by Design: Who's Responsible?

The biggest challenge we're going to have is knowing who's responsible and also seeing yourself as a designer when does my responsibility end and start? So if you are working at a company then, I mean, it's hard for you to know who is responsible. How will I be heard? And you have to think about these privacy by design issues who's going to listen to you. But even if they don't exist on a kind of corporate level or an organizational level in your work with that still could do something.
