Criminal defense lawyer Dr. Rebecca Kavanaugh tweeted that Biden's announcement is kind of smoke in mirrors because most federal prosecutions for marijuana are for sale or for trafficking, not possession. The pardon also fails to cover people who were in the country illegally when they were charged. "I would say the people who would most stand to benefit from a law like this are immigrants," she says.
